Or what about a piece that starts in D major/minor and changes to E to A and back to D.

Then that’s your interpretation. You could also use it as a chord progression.

I think using it as a chord progression would make more sense than using the keys, simply because of how the chords/keys relate to each other, but I mean, you can do whatever you want at this point. The rules hardly apply anymore.
